NEW MODEL "Motorbike" !!!

oki i saw this "motorbike" i called it a motorbike because when i fist sight on this parking in the carpark i tot "hey a new model ? soo small" but after i take a second look at the bike found it to be a bicycle but the special part is the bike even handlelock. bicycle parking in carpark ?
i wonder if the town council will issue a summon? "but cannot becos not license plate". Maybe they will jus tow/drag the bike back to scrap yard ? :)
